Summary

CVE-2026-60727 is a critical vulnerability in the Legacy UI component of Oracle Identity Manager, part of Oracle Fusion Middleware. The flaw allows an unauthenticated, remote attacker with only network access via HTTP to fully compromise Oracle Identity Manager, resulting in complete loss of confidentiality, integrity, and availability. Oracle disclosed the issue in its August 2026 Critical Security Patch Update, and it carries the maximum practical CVSS v3.1 base score of 9.8 (Critical).

Technical details

  • Root cause: A weakness in the Legacy UI component of Oracle Identity Manager that permits an attacker to bypass authentication controls and interact with functionality that should require valid credentials.
  • Trigger conditions: The vulnerable code path is reachable over HTTP without any prior authentication, user interaction, or special network position.
  • Attack vector: Network (AV:N) — exploitable remotely over HTTP against any internet- or network-exposed Oracle Identity Manager Legacy UI endpoint.
  • Attack complexity: Low (AC:L) — no special conditions or timing are required to exploit the flaw.
  • Privileges required / User interaction: None (PR:N / UI:N) — the attacker needs no account and no victim action.
  • Impact: Successful exploitation results in complete compromise of Oracle Identity Manager, with high impact to confidentiality, integrity, and availability (C:H/I:H/A:H). Given Identity Manager’s role as an identity and access management platform, compromise can cascade into broader identity infrastructure risk (e.g., unauthorized account/privilege manipulation).

Affected software

  • Oracle Identity Manager (Oracle Fusion Middleware) version 12.2.1.4.0
  • Oracle Identity Manager (Oracle Fusion Middleware) version 14.1.2.1.0

Severity

  • CVSS v3.1 Base Score: 9.8 (Critical)
  • Vector: CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H

Mitigation and recommended actions

  • Immediate: Apply the fix provided in Oracle’s August 2026 Critical Security Patch Update for Oracle Identity Manager versions 12.2.1.4.0 and 14.1.2.1.0. Follow Oracle’s official patch application instructions for your specific deployment topology.
  • If patching cannot be applied immediately: Restrict network access to the Oracle Identity Manager Legacy UI so it is not reachable from untrusted networks or the public internet; place it behind a properly configured firewall, VPN, or reverse proxy that limits access to trusted administrative sources only. Monitor access logs for the Legacy UI component for anomalous or unauthenticated requests.
  • Prioritize this patch given the pre-authentication network attack vector and critical severity, and treat internet-facing Oracle Identity Manager instances as high risk until patched.

How IONIX’s External Exposure Management Platform Detects and Validates
Zero-Days to Shrink MTTR

1

Map your entire attack surface (continously)

IONIX uses multi-factor discovery methods, including DNS analysis, certificate mapping, metadata inspection, and more, to automatically map every internet-facing asset across your environment. This includes cloud instances, third-party platforms, shadow IT, and even forgotten infrastructure that traditional tools miss.

2

Monitor for new CVEs

Dozens of threat intel feeds using agentic technology are continuously analyzed to detect the appearance of proof-of-concept code, exploit kits, and indicators of active targeting. IONIX goes further by applying AI to proactively evaluate whether emerging vulnerabilities are likely to be exploited, even before PoCs go public.

3

Identify Potential External Exposures

Not all CVEs matter. IONIX filters vulnerabilities by asking attacker-centric questions: Can it be reached from the internet? Does it require authentication? Is it being exploited in the wild? This dramatically reduces noise and focuses teams on threats that can actually be weaponized.

4

Create Safe, Scalable Exploit Validations

IONIX transforms real-world PoCs into safe, non-intrusive test payloads that can be run in production environments without disruption. These simulations are precisely targeted to the systems that are vulnerable, ensuring rapid validation without unnecessary load.

5

Execute Exploit Validations

By combining context about software stack, versioning, exposure status, and reachability, IONIX ensures that only the right payloads are executed against the right assets, maximizing efficiency and minimizing risk.

6

Drive Fast and Actionable Remediation

Results are routed through integrations with ticketing, SOAR, and SIEM tools. Issues are written in plain language, bundled into remediation clusters, and prioritized based on asset criticality, exploitability, and blast radius. This shortens mean time to remediation (MTTR) and empowers teams to act with confidence.
