Summary

CVE-2026-61088 is a high-severity improper access control vulnerability (CWE-284) affecting Oracle PeopleSoft Enterprise SCM Manufacturing version 9.2, disclosed as part of Oracle’s July 2026 Critical Patch Update (CPU) on July 21, 2026. An unauthenticated, remote attacker with network access via HTTP can exploit this flaw to gain unauthorized read access to critical manufacturing and supply chain data. The vulnerability carries a CVSS v3.1 base score of 7.5 (HIGH).

Technical details

  • Root cause: Improper access control (CWE-284) in the Security component of Oracle PeopleSoft Enterprise SCM Manufacturing, allowing requests to bypass authentication and authorization checks.
  • Trigger conditions: The vulnerability is described by Oracle as "easily exploitable" — no authentication, no user interaction, and no special configuration is required to trigger it.
  • Attack vector: Network-accessible via HTTP; an unauthenticated attacker can send crafted HTTP requests directly to an internet-exposed PeopleSoft instance.
  • Impact: Successful exploitation grants an attacker unauthorized access to critical data, or complete read access to all data accessible within the PeopleSoft Enterprise SCM Manufacturing application. There is no impact on data integrity or system availability.

Mitigation and recommended actions

  • Immediate action: Apply the patches provided in Oracle’s Critical Patch Update Advisory for July 2026. Oracle strongly recommends that customers apply CPU patches as soon as possible, as they are cumulative and address multiple vulnerabilities.
  • Network mitigation: If immediate patching is not possible, restrict network access to PeopleSoft instances by placing them behind a firewall or VPN, limiting exposure to trusted IP ranges only, and disabling direct internet access to the PeopleSoft Internet Architecture (PIA) web interface.
  • Monitor Oracle’s support portal for additional patch bundle details specific to PeopleSoft SCM Manufacturing 9.2.
