Summary

CVE-2026-61116 is a high-severity unauthenticated data disclosure vulnerability in Oracle Application Object Library, a core framework component of Oracle E-Business Suite (EBS). The flaw allows unauthenticated remote attackers with network access via HTTP to obtain unauthorized access to critical application data, with no authentication or user interaction required. It was disclosed as part of Oracle’s July 2026 Critical Patch Update (CPU) and carries a CVSS v3.1 base score of 7.5 (HIGH).

Technical details

  • Root cause: A flaw in the Core component of Oracle Application Object Library permits unauthorized HTTP requests to access sensitive data without any credential validation.
  • Trigger conditions: Any unauthenticated attacker with network-level access to a vulnerable Oracle EBS instance over HTTP can exploit this vulnerability; no special configuration or privileged account is required.
  • Attack vector: Entirely remote and network-based (AV:N); attack complexity is low (AC:L); no privileges (PR:N) and no user interaction (UI:N) are required.
  • Impact: High confidentiality impact — unauthenticated attackers can retrieve critical data from the affected Oracle EBS environment. There is no reported impact on system integrity or availability.

Mitigation and recommended actions

  • Immediate — apply Oracle’s July 2026 CPU patches: Oracle released security patches addressing CVE-2026-61116 as part of the July 2026 Critical Patch Update. Organizations running Oracle E-Business Suite versions 12.2.3 through 12.2.15 should consult the Oracle July 2026 CPU Advisory and apply the relevant patches without delay.
  • Network-level mitigation: Until patching is complete, restrict HTTP access to Oracle EBS instances to authorized networks and authenticated users only using perimeter firewall rules or network access controls. Approximately 950 Oracle EBS instances have been identified as publicly accessible from the internet — organizations should audit their exposure and eliminate unnecessary internet-facing access immediately.
  • Monitor for exploitation: Actively monitor Oracle EBS access logs for anomalous, unauthenticated HTTP requests targeting Application Object Library endpoints.
