Summary

CVE-2026-61233 is a critical missing-authentication vulnerability in the Integration component of Oracle PeopleSoft Enterprise FIN Common Objects Brazil, version 9.1. An unauthenticated attacker with network access via HTTP can exploit this flaw to fully compromise the affected system with no credentials or user interaction required. The vulnerability was assigned a CVSS 3.1 base score of 9.8 (Critical) and was disclosed on July 21, 2026 as part of Oracle’s July 2026 Critical Patch Update.

Technical details

  • Root cause: Missing authentication for a critical function (CWE-306) in the Integration component, compounded by improper authentication (CWE-287) and improper access control (CWE-284).
  • Trigger conditions: Exploitable by any unauthenticated attacker with network access to the PeopleSoft HTTP endpoint — no credentials, no user interaction, and no elevated attack complexity are required.
  • Attack vector: Network-accessible HTTP; attack complexity is low with zero privileges required.
  • Impact: Successful exploitation results in full compromise of confidentiality, integrity, and availability of the affected PeopleSoft instance, enabling complete system takeover per Oracle’s own characterization.

Mitigation and recommended actions

  • Immediate: Apply the Oracle July 2026 Critical Patch Update (CPU), which contains the fix for CVE-2026-61233. Patches are delivered via Oracle’s standard PeopleSoft patching mechanisms.
  • If patching is not immediately feasible: Restrict network-level access to PeopleSoft HTTP endpoints at the perimeter or firewall, limiting reachability to trusted IP ranges only. Limit or disable access to the Integration component if it is not actively required.
