Summary

CVE-2026-46949 is a critical unauthorized access vulnerability in the Internal Operations component of Oracle Advanced Outbound Telephony, a web-based module of Oracle E-Business Suite. The flaw is remotely exploitable over HTTP without any authentication or user interaction, and enables unauthenticated attackers to both read and tamper with sensitive application data. It carries a CVSS v3.1 base score of 9.1 (Critical).

Technical details

  • Root cause: Improper authorization controls in the Internal Operations component, permitting unauthenticated network access to protected functionality via HTTP.
  • Trigger conditions: No authentication, no user interaction, and no special privileges are required — the vulnerability is exploitable by any network-accessible attacker reaching the affected endpoint.
  • Attack vector: Network (HTTP), with low attack complexity; the vulnerability is easily exploitable against internet-exposed Oracle E-Business Suite instances.

Mitigation and recommended actions

  • Immediate: Apply Oracle’s June 2026 Critical Security Patch Update (CPU) without delay. Patch availability details and installation instructions are provided in My Oracle Support Note CPU172 ("Critical Security Patch Update June 2026 Patch Availability Document for Oracle Products").
  • If patching cannot be applied immediately: Restrict network access to Oracle E-Business Suite HTTP endpoints at the perimeter — block unauthenticated external access to OA Framework/Advanced Outbound Telephony URLs via firewall or web application firewall rules until the patch can be applied. Oracle strongly recommends that customers remain on actively-supported versions.
