Summary

CVE-2026-61203 is a critical-severity vulnerability in Oracle PeopleSoft Enterprise FIN Expenses version 9.2, carrying a CVSS v3.1 score of 9.4. The flaw stems from missing authentication for critical functions (CWE-306) in the Expenses component, allowing unauthenticated remote attackers to access, create, modify, or delete sensitive financial data over HTTP with no user interaction required. Oracle disclosed and patched this vulnerability on July 21, 2026 as part of its July 2026 Critical Patch Update — the same release that addressed active zero-day exploitation of PeopleSoft by threat actors who had already compromised more than 100 organizations.

Technical details

  • Root cause: Missing authentication for critical functions (CWE-306), compounded by improper access control (CWE-284) and improper privilege management (CWE-269) within the PeopleSoft FIN Expenses component.
  • Trigger conditions: An unauthenticated attacker with network access to the PeopleSoft HTTP interface can directly invoke privileged Expenses operations without supplying any credentials, due to absent authentication enforcement on critical functions.
  • Attack vector: Fully remote, network-based exploitation over HTTP; requires no authentication, no user interaction, and low attack complexity (AV:N/AC:L/PR:N/UI:N).
  • Impact: High impact to confidentiality and integrity — attackers can perform unauthorized creation, deletion, or modification of critical financial expense data. A low availability impact is also present, allowing for partial service disruption.

Mitigation and recommended actions

  • Immediate: Apply Oracle’s July 2026 Critical Patch Update for PeopleSoft (patch bundle CPU277). Oracle’s full advisory and patch instructions are available at the Oracle Critical Patch Update Advisory – July 2026.
  • If immediate patching is not feasible: Restrict network access to PeopleSoft HTTP/HTTPS endpoints to trusted IP ranges only, and remove or firewall any public internet exposure of the FIN Expenses module until the patch can be applied.
  • Oracle strongly recommends customers apply Critical Patch Update patches as soon as possible. Given the confirmed active targeting of internet-facing PeopleSoft infrastructure in recent months, this vulnerability should be treated as emergency priority.
