Summary

CVE-2026-61238 is a critical unauthorized data access and modification vulnerability in the eProcurement component of Oracle PeopleSoft Enterprise FIN Common Objects Argentina, version 9.1. The flaw can be exploited by an unauthenticated attacker over HTTP with no user interaction required, granting full read access to and the ability to create, delete, or modify all data accessible within the affected PeopleSoft instance. It was disclosed on July 21, 2026 as part of Oracle’s July 2026 Critical Patch Update — the largest Oracle CPU on record, addressing 1,235 CVEs — and carries a CVSS v3.1 base score of 9.1 (Critical).

Technical details

  • Root cause: Improper access control in the eProcurement component of Oracle PeopleSoft Enterprise FIN Common Objects Argentina, permitting unauthenticated HTTP requests to perform privileged data operations.
